For medbays, it doesn't matter because per room slot, the amount of stimpaks is the same (15) So to optimize your vault layout, you would replace all the center two-wide storage rooms in the bottom section with medbays, then replace some of the three-wide medbays in the top section of your vault with storage. Per room slot they will give you many more storage slot when you make three-wide rooms. Storage rooms are much more efficient as three-wide rooms.
